Inlet Manifold - DIY heat insulation?????

I have just found that the airgap betwwen the top of the engine (inlet manifold gasket) and the inlet manifold has been stuffed with glassfibre that has been wrapped in silver foil- looks like it has been there for a long time and removed as it was wet with oily residue - would be a fire hazard I think. Anyways I presume this was retrofitted at some time to help insulate heat from the heads getting to the carb ? Any thoughts or suggestions- just making sure I have not removed something which is of importance? Thankyou

Fitted at the factory, the insulation is pictured in the parts book.
