All the requirements are on the government website. Look for document V765/1 which includes the address (mine) who authorises an application.

To get a plate re-assigned to a car it requires a V765 application supported by the club. The club offers this support as a free service to members.

I'm not sure what the crown on the Touring badge represents, if anything, but the image in the V of Vignale is symbolic of the Mole Antonelliana, a historic landmark in Turin.

As far as I know the 440 J series were designed for unleaded fuels from the outset, as I think at that time it was already mandated in California, which should eliminate valve seat recession due to fuels.
