America would not, and will not print dollars to pump into the health service (such as it is), or anything else, except to promote the arms industry. There's no such thing as a National debt, because no country ever pays it back.
Just keep printing money....it's easy. They've all been doing it for the last hundred years. Keep it simple !

Looking at the photos again...….it looks as if the impact damage to the front of the car has pushed the bonnet back into the screen as well. Screen and surround probably scrap.
